How to Read a Fringe Benefit Breakdown on a Wage Determination

Fringe benefit information on wage determinations can appear in two formats: as a single combined rate or as a component breakdown (health & welfare, pension, vacation, training). Understanding both formats is essential.

Combined Fringe Rate

When the WD shows a single fringe rate (e.g., $18.50/hr), this is the total hourly amount that must be paid in fringe benefits. The contractor chooses how to allocate among benefits.

Component Breakdown

Some WDs break down fringe requirements by category. For example: Health & Welfare $10.00, Pension $5.00, Vacation $2.50, Training $1.00. In this case, each component must be met separately — you cannot substitute pension contributions for health insurance.

Cash vs. Benefits

If the contractor does not maintain a qualifying benefit plan that meets the required rates, the fringe amount must be paid as additional cash in the worker's paycheck. Many small contractors find it simpler to pay all fringe as cash.
