Davis-Bacon covers not just new federal construction but also alteration and repair of existing federal buildings and public works. If the contract meets the $2,000 threshold and is for construction-type work, it is covered — regardless of whether it involves new construction or renovation.
What Is "Alteration and Repair"?
The DOL broadly interprets alteration and repair to include painting, roofing, HVAC replacement, electrical upgrades, elevator modernization, window replacement, and other work that involves construction crafts. Administrative or maintenance tasks (like changing a light bulb) are not covered.
Common Renovation Scenarios
- Renovating a federal office building — use the building WD
- Resurfacing a military base runway — use the highway WD
- Upgrading water treatment systems at a federal facility — use the heavy WD
