Certified Payroll Requirements Under Davis-Bacon

Certified payroll reporting is one of the most administratively demanding aspects of Davis-Bacon compliance. Contractors must submit Form WH-347 every week for the duration of covered work.

What Must Be Reported?

Form WH-347 requires: worker name and address, Social Security Number (or last four digits), work classification, hours worked each day, total hours, base pay rate, fringe benefits paid, gross wages, deductions, and net wages.

Statement of Compliance

The form includes a Statement of Compliance signed under penalty of perjury by the contractor's responsible official, certifying that all wages shown are correct and that required fringe benefits were paid.

Electronic Submission

Many agencies now accept or require electronic certified payroll submission through systems like LCP Tracker, e-CPR, or agency-specific portals. Confirm submission requirements with your contracting officer.
